A highly qualified foreign employee in employment for work in the Russian Federation is required to have a valid work permit.
A work permit for such an employee is issued for the duration of his employment contract. However, the maximum term for concluding an employment contract once is 3 years. After this period expires, the work permit can be extended, however, the extension period should not exceed 3 years.
In order to obtain a work permit for a highly qualified foreign employee, the employer must provide (paragraphs 6, 7, 14 of article 13.2 of Law N 115-FZ):
- Application for a specialist;
- Employment contract;
- A written obligation to pay (reimburse) the expenses of the Russian Federation related to the possible administrative expulsion from its borders or the deportation of a hired specialist;
- A copy of the certificate of state registration of a legal entity or an extract from the state register of branches of foreign legal entities accredited in Russia if the branch of a foreign legal entity acts as an employer;
- A foreign citizen or members of his family are participants in the State program for the voluntary resettlement of compatriots;
- Receipt of payment of state duty for applying for a work permit to a foreign citizen.

If the territory of its validity is not specified in the work permit, and the foreigner will work in another region for more than 30 days, this entails the imposition of fines (part 1 of article 18.15 of the Administrative Code) *:
- For citizens - from 5000 to 7000 rubles .;
- Officers - from 40,000 to 70,000 rubles .;
- Officers - from 40,000 to 70,000 rubles .;
- Legal entities - from 400,000 to 1,000,000 rubles, or administrative suspension of activity for up to 90 days.
