To apply for Russian citizenship, a foreign citizen needs to go through the following steps:
first apply for a temporary residence permit ,
then get a residence permit,
and only now he can apply for citizenship of the Russian Federation.
There are certain categories of citizens who can obtain citizenship of the Russian Federation according to a simplified scheme, they are separately mentioned in federal law No. 62-FZ of 05.31.2002 (as amended on 02.11.2013) "On the citizenship of the Russian Federation".

A foreign citizen with RVP can work ONLY in the region where he was issued a temporary residence permit, but DOESN’T NEED to obtain a work permit or work patent for employment, and he can freely enter and leave from Russia.
RVP is issued for a period of up to 3 years , during which time a foreigner can obtain a residence permit. Renewal of a temporary residence permit is not possible.
A temporary residence permit is issued to a foreign citizen on the grounds for obtaining this status or within the quota for issuing a temporary residence permit.

According to paragraph 3 of Article 6 of Federal Law No. 115 “On the Legal Status of Foreign Citizens in the Russian Federation”, a temporary residence permit may be issued to a foreign citizen without a quota if:
he was born on the territory of the Russian Federation;
he was born on the territory of the RSFSR and had the citizenship of the USSR;
he is recognized as legally incompetent and has capable children-citizens of the Russian Federation;
he has at least one legally incompetent parent-citizen of the Russian Federation;
he is married to a citizen of the Russian Federation;
he invested in the Russian Federation the amount set by the Government of the Russian Federation;
he entered military service for the duration of his military service;
he is a participant in the state program for the resettlement of compatriots to Russia;
he has a child citizen of the Russian Federation;
he has an adult child-citizen of the Russian Federation, recognized as incompetent or limited in legal capacity.
Without a quota, a temporary residence permit is also issued to minor children if they receive it together with a foreign parent or at the request of a citizen of the Russian Federation.
To obtain a temporary residence permit, a visa-free foreign citizen must submit to the Main Department of Internal Affairs of the Ministry of Internal Affairs (former FMS) the following package of documents:
Application for a temporary residence permit, which is provided in 2 copies on the form in the established form.
4 photos (35 x 45 mm, black and white / color, matte). IMPORTANT: citizens who constantly wear glasses must be photographed with glasses without tinted glasses!
Passport of a foreign citizen (preferably foreign).
Migration card with a mark on entry into the Russian Federation.
