- Be incapable of work and have adult capable children - citizens of the Russian Federation;
- Have a child who is a citizen of the Russian Federation;
- Have a child over the age of eighteen who is a citizen of the Russian Federation and is recognized as legally incompetent or limited in legal capacity;
- To be disabled, arrived in Russia from the states that were part of the USSR and registered at the place of residence in the Russian Federation as of July 1, 2002;
- Be a veteran of World War II;
