According to the Federal Law 115 of 07.25.2002, all foreign citizens, when applying for a residence permit and a temporary residence permit, must confirm their knowledge of the Russian language.
This can only be done by providing one of the documents provided for in Article 15.1 of Federal Law 115 to the Main Department of Internal Affairs of the Ministry of Internal Affairs (former FMS).
These include:
- certificate of the form established by law on knowledge of the language, history and fundamentals of the legislation of the Russian Federation;
- state document a sample of education (not lower than general), which was issued before September 1, 1991 in the territory of the state that was part of the USSR;
- document on education or qualification , which is issued starting September 1, 1991 to persons who successfully passed the state final certification in the territory of the Russian Federation.
Those who do not have documents on education, which are described in paragraphs 2 and 3, will need to pass a special comprehensive exam and get a certificate (paragraph 1), which is issued for 5 years.
To successfully pass the test, a foreign citizen must:
- be able to read short texts;
- be able to fill out simple questionnaires (forms);
- understand Russian language by ear;
- be able to answer monologue questions;
- know the basic facts from the History of Russia;
- know the names and main actions of the great statesmen of Russia;
- know the basics of the constitutional system of the Russian Federation;
- know your rights and obligations in Russia;
- other aspects of history and law.
The complexity of the exam itself and the number of questions in it directly depends on the document that the foreign citizen plans to receive. So, in order to obtain a certificate for RVP, a foreigner must answer correctly 75% of all questions in the Russian language, 50% in history and 50% in law. For a certificate for a residence permit - 85% for the Russian language, 75% for the history of Russia and 75% for the legislation of the Russian Federation.
